I generally have grief getting send as to work, one of the main reasons being that I set the correct settings but it takes a while for them to update.
Here’s the instructions for setting the user permissions

From Active Directory Users and Computers go to the “View” menu and select “Advanced Features”

If a user has delegated access to another user, when another user tries to send an e-mail from that user, the sent message will appear from
Sending user on behalf of delegating user
In order to get rid of the “on behalf of” in send message and have it so it just appears as being from the [...]
